Below, the most effective fixes are organized by priority to help you pinpoint the cause quickly.

First, confirm whether the official service is experiencing fluctuations

The first step in ChatGPT troubleshooting is to rule out “it’s not your problem.” Open status.openai.com to see whether there is API latency or an outage. If the page shows an incident, repeatedly refreshing or switching devices usually won’t help. The most reliable approach is to wait for recovery and avoid frequent retries that could trigger rate limiting.
